Restores using : NBU 7.6.0.x & NDMP cDot ontap 8.3.x

Is this expected behaviour?

I've set up traditional (non-clustered) NDMP backups using NBU 7.6.0.x & NDMP cDot ontap 8.3.x - they are working OK.  Restores are working but there appears to be a limitation.   Restores only work back to the same controller, only tested back to the same LIF.   Attempting to restore to another controller that's a member of the cluster always fails.
