NetBackup 6.5.2 - Database backup is currently disabled

I am new to netbackup and have inherited a legacy system which I am trying to understand

I am getting a log message saying "Database backup is currently disabled"

This appears to be caused by the fact I do not have a cold catalog backup in place (current setting is manual only)- is this correct or is this pointing to something else?

There are two hot backups run at the beginning and end of the day is this sufficient for me to be able to recover or should I also do a cold backup as well

Please note version number is 6.5.2!
